SLERAZ is designed around public infrastructure and private commercial activity. The project seeks to connect farmers and communities with businesses that can provide services, operate infrastructure, finance production and buy output.

The project design creates roles for commercial operators rather than treating every service as a permanent government function.

Commercial production

Anchor farms and commercial producers can link with surrounding smallholders through structured production and out-grower arrangements.

Mechanisation services

Private service providers can support land preparation, planting, crop care, harvesting, maintenance and machinery operations.

Seed and input supply

Seed companies and agro-dealers have roles in multiplication, distribution and improved input access.

Processing

Private operators and investors are expected to play a role in the operation and expansion of agro-industrial processing hubs.

Finance

The project includes mechanisms intended to improve access to finance for producers, aggregators, agro-dealers and other value-chain businesses.

Markets and off-take

Buyers, distributors, institutional purchasers and existing rice-market actors can support structured demand and local sourcing.

Financing partners

Public finance supports the investment platform.

The project cost summary identifies OPEC Fund loan resources and African Development Fund grant financing. Government institutions provide the policy, coordination and implementation framework.

For infrastructure to remain useful after construction, the project design emphasises service delivery, cost recovery, private operation, structured market demand and stronger business capability. This is why private-sector participation is treated as part of the project architecture rather than as a separate add-on.
